A FEW WORDS ABOUT BENEFITS PROGRAM:

The BENEFITS program is an initiative of KMOP aiming to develop a Holistic Appraisal Framework (HAF) to assess the social, economic, and environmental impact of social services. This framework will utilize innovative research and technological solutions, with an emphasis on citizen engagement, to provide well-founded evidence on the social and economic returns of social services, beyond traditional GDP metrics. BENEFITS will create a comprehensive research and engagement plan to identify key factors that influence the positive impact of these services, establishing both a Social Services Policy Observatory (SSPO) and citizen assemblies to co-design and assess policy initiatives. These efforts will be supported by a Visualisations Platform (VP) that compiles and displays relevant data, ensuring transparency and informed decision-making. The insights gathered will culminate in a Policy Evaluation Toolkit (EVAL-KIT), which will provide practical recommendations to enhance and expand the value of social services, fostering a more inclusive and sustainable society.

ROLE:

KMOP is seeking for a motivated Data Scientist with expertise in socio-economic models and experience with EU projects to join our dynamic team. He/She will play a crucial role in modeling and analyzing the social and economic value-added by social services, providing evidence-based insights that help shape public policies and drive the scaling up of impactful initiatives.

RESPONSIBILITIES:

  • Develop and apply socio-economic models and algorithms to measure the value of social services and related policies.
  • Contribute to the Holistic Appraisal Framework (HAF) by designing key metrics and evaluation tools for social, economic, and environmental outcomes.
  • Analyze complex data sets and develop data visualization dashboards.
  • Collaborate closely with other team members and stakeholders to align data-driven findings with project objectives and impact assessments.
  • Ensure data quality, integrity, and security while maintaining transparent documentation throughout the project lifecycle.
  • Support the design and implementation of research and engagement plans, as well as the evaluation of enabling, inhibiting, and mitigating factors impacting social services.
  • Leverage knowledge of EU project frameworks, including data management and integration from EU-funded initiatives (e.g., Horizon, Erasmus+, ESPA).
  • Assist with the consolidation of findings into actionable recommendations that can be used by policymakers, stakeholders, and citizens

The Data Scientist:

  • Maintain confidentiality and uphold ethical standards as per organizational policies
  • Adhere to the organization’s Code of Ethics for integrity in all procurement activities
  • Refers to the Project Manager of the program

REQUIREMENTS

  • Master’s or Ph.D. in Data Science, Economics, Statistics, Social Sciences, or related fields
  • Minimum 3+ years of experience in socio-economic modeling and data analysis, with a focus on public policy or social services
  • Prior experience working on EU-funded projects (e.g., Horizon, Erasmus+, ESPA) and familiarity with their methodologies and requirements
  • Strong skills in statistical analysis tools such as R, Python, or STATA, and experience in developing machine learning models
  • Excellent communication skills in English and Greek, both written and verbal
  • Ability to communicate complex data findings to non-technical audiences clearly and effectively
  • Strong analytical and problem-solving skills, with attention to accuracy and detail.
  • Comfortable working in an interdisciplinary team and with external partners, including governmental bodies and EU-level stakeholders.
