In recent years, European democratic societies have faced challenges from both internal anti-democratic movements and external threats. Recognizing the importance of civic education, the EU and member states have taken steps to strengthen it through various means. The Council of Europe’s Reference Framework of Competences for Democratic Culture (RFCDC) is a notable example.

However, many teachers struggle to apply theoretical concepts effectively in their lessons, creating a gap between theory and practice. Service-Learning (S-L) is a teaching method that combines formal education with civic engagement, allowing students to acquire democratic competences holistically.

S-L has been scientifically proven and politically acknowledged as an effective method that supports personal development, social competences, and curricular knowledge and skills, particularly strengthening democratic competences. While S-L is gaining recognition and implementation in European schools, its potential for structured acquisition of democratic competences in secondary education is still underdeveloped.


SLEAD aspires to assist educators in teaching democratic competencies by promoting the incorporation of Service Learning into formal school education.


The main task of this activity is to development of a pedagogical material (SLEAD Toolkit) that will effectively help teachers to implement Service-Learning activities for the acquisition of democratic competencies. The SLEAD Toolkit will include guidelines and handouts for teachers and will be made up of several parts and components, indicatively and teachers guide, handouts to reflection models, S-L models, and other resources to support the implementation of S-L in schools.

At the core of this activity is the organization of an online training programme for at least 100 participants. The programme will consist of approximately 15-18 hours of online seminars targeting mostly educators, and trainees will be encouraged to develop S-L projects ideas as a learning result.

The main result of the project will be the organization of an onsite training event in Athens, Greece. In the training event at least 30 teachers from all over Europe will deeply immerse in the topic of S-L, be guided by experts in S-L and exchange ideas and good practices.
