Prevalence of trafficking in human beings (THB) is difficult to be measured despite the significant efforts of international organisations such as ILO and UNODC. Although the EU’s statistical data do not capture the full extent, the EU is primarily a destination region for victims across the world. Multi-stakeholder engagement between various actors (e.g., NGOS, LEAs, Public Authorities, Private Sector) remains an important challenge to be addressed by the Member States, as well as the cross-border and transnational collaboration of LEAs which needs to be strengthened.

Building on the 2012–2016 EU Strategy towards the Eradication of Trafficking in Human Beings and the Directive 2011/36/EU, the EC published in December 2017 a Report, where a set of targeted priorities to step up the EU’s efforts to prevent THB have been proposed. Among these priorities is the intensification of a coordinated and consolidated response, both within and outside the EU, especially under the prism of the current socio-political context (e.g., the impact of the financial crisis, the migration crisis and organised crime groups, the fact that trafficking within EU MS is increasingly common, as well as of COVID-19, which severely shaped national/EU priorities).

ERADICATING aims to enhance the prevention and identification mechanisms through capacity building of the Law Enforcement Authorities (LEAs) and increased multi-agency collaboration, with the ultimate goal to untangle the trafficking chain, through a holistic approach starting from prevention and (early) identification.
