Challenge

Across the Mediterranean, young people not in employment, education, or training (NEETs) face high unemployment, social exclusion, and limited access to quality vocational training, with youth unemployment rates exceeding 20% in some countries (IEMed, 2022). These challenges are compounded by weak policy support and few inclusive economic alternatives (EESC, 2024). The Social and Solidarity Economy (SSE) offers an underutilised pathway for NEETs to engage in sustainable, community-based enterprises that foster social inclusion and entrepreneurial skills but it remains largely disconnected from youth empowerment strategies (EESC, 2024).

Innovation

EmpoweerNEET equips young people Not in Employment, Education or Training (NEETs) living in Mediterranean regions with entrepreneurial and employability skills through tailored training programmes focused on the Social and Solidarity Economy (SSE).

Action

EmpoweerNEET offers a complete training pathway that helps young people develop the skills they need to enter the Social and Solidarity Economy. The project creates a tailored curriculum, delivers both in-person and online workshops in all partner countries, and improves existing digital learning platforms so participants can access learning material whenever they need it. Through these activities, young people gain practical knowledge in entrepreneurship, financial literacy, digital skills, and social innovation.

Participants put their skills into practice through real-life experiences in workplaces. They join job-shadowing placements with organisations in the Social and Solidarity Economy and take part in exchange visits across partner countries. These opportunities help young people observe professionals, understand how social enterprises operate, and build confidence in their abilities.

Young people who want to start their own social enterprise receive personalised support. They get guidance on how to access ethical finance, take part in coaching sessions, and receive practical help for services such as legal advice, branding, or business development. Mentors work closely with them to strengthen their ideas and prepare them for launch.

EmpoweerNEET connects participants with the wider Social and Solidarity Economy community. Young people attend fairs and networking events where they can present their ideas, meet potential partners or employers, and explore future collaborations. These connections open doors to new opportunities and help them take their next steps after training.

To create long-lasting impact, EmpoweerNEET works with public authorities to build stronger support systems for young people and social enterprises. This includes developing financing strategies that make it easier for young people to start or join initiatives, producing a policy paper that guides governments, and creating roadmaps that help local authorities apply the project’s approach in their own communities. Together, these actions build a more supportive environment for youth participation in the Social and Solidarity Economy.
