Challenge
Across Europe, minority groups such as migrants and Roma communities continue to face significant barriers to democratic participation and civic engagement. These groups are often underrepresented in decision-making processes and experience discrimination in employment, education, and housing. This leads to lower participation in voting and community life, weakening social cohesion and inclusive governance. Additionally, misinformation and segregation further marginalise these communities, limiting their ability to contribute meaningfully to local and European democratic processes.
Innovation
PACT strengthens the inclusion of underrepresented ethnic and national minorities in local communities by ensuring their voices are heard and reflected in decisions that shape their daily lives. It creates structured opportunities for local authorities, civil society organisations, media professionals, and minority groups to work together and co-create solutions that respond to real community needs.
