Challenge

Across Europe, minority groups such as migrants and Roma communities continue to face significant barriers to democratic participation and civic engagement. These groups are often underrepresented in decision-making processes and experience discrimination in employment, education, and housing. This leads to lower participation in voting and community life, weakening social cohesion and inclusive governance. Additionally, misinformation and segregation further marginalise these communities, limiting their ability to contribute meaningfully to local and European democratic processes.

Innovation

PACT strengthens the inclusion of underrepresented ethnic and national minorities in local communities by ensuring their voices are heard and reflected in decisions that shape their daily lives. It creates structured opportunities for local authorities, civil society organisations, media professionals, and minority groups to work together and co-create solutions that respond to real community needs.

Action

Local authorities and civil society learn how to design and implement participatory processes that involve diverse communities. The training strengthens their ability to engage underrepresented groups in decision-making.

Minority communities improve their skills in active civic participation. Participants learn how to advocate for their rights and contribute to local decision-making. This empowers them to take a more active role in their communities.

These resources help local actors involve communities in decision-making processes. They offer clear guidance that can be applied in different local contexts.

Media professionals and communicators gain knowledge to address misinformation and harmful narratives. Participants learn how to produce accurate and inclusive content. We also provide resources that support ethical and responsible communication.

Participants engage in intercultural dialogue, cultural exchange, and shared activities that strengthen mutual understanding and social cohesion.

Local authorities, policymakers, civil society organisations, and community members collaborate in labs to develop action plans, policy recommendations and mechanisms that respond to the challenges of the minority groups.
