Promoting Inclusion and Equality for Women in the Blue Economy Labour Market

Challenge

Women are critically underrepresented in the blue economy, sectors such as shipping, marine engineering, fisheries, and port logistics, accounting for only 29% of the workforce in Europe and just 2% of seafarers. This gender gap limits women’s access to quality employment, reinforces gender stereotypes, and restricts the sector’s potential for innovation and inclusive growth.

Leadership roles remain male-dominated, with women averaging only 25% board representation. The lack of inclusive policies, targeted training, and safe, supportive workplaces continues to perpetuate these inequalities across coastal regions, undermining both social equity and the effectiveness of the blue economy.

Innovation

Women on Board addresses systemic gender disparities in the blue economy by promoting inclusive regional policy reforms and enhancing women’s access to training and employment. Its main objective is to close the gender gap in maritime, marine, and blue economy sectors by supporting European regions in developing and implementing effective strategies. Through interregional cooperation, Women on Board identifies best practices and creates tailored action plans to reduce barriers, improve workplace safety, and foster equal participation.

Action

The database includes 30 good practices aimed at enhancing gender equity within the maritime and blue economy sectors. The selection of these practices is based on their relevance to project goals, proven impact on gender equity, scalability across different regions, and their ability to foster inclusivity.

At least 48 Regional Multistakeholder Group (RMSG) meetings involving local actors to identify needs, co-create solutions, and support policy improvements.

Stakeholder group meetings bring together regional actors to strengthen local engagement, create opportunities for shared learning, and help shape more effective regional policies.

Partners provide feedback to each other through structured peer reviews, resulting in practical recommendations aligned with thematic focus.

The study visits foster interregional learning by providing stakeholders with firsthand insights from successful practices on women’s labor inclusion and employability in the blue economy.

The policy development workshops examines ways to improve the regulatory and legal frameworks, across participating regions, for the labour market insertion of women in the blue economy.

These events aim to enable transfer of knowledge and good practices among different regions on women’s participation in the blue economy.

        The policy brief presents key findings and recommendations from Women on-Board activities and lessons learnt. Its purpose is to inform policymakers on how to improve policies that support and increase women’s participation in the blue economy.
