Multi-stakeholder strategies for the promotion of INTEGRation and LegALITY of migrants’ employment in agriculture

Challenge

Migrants and third-country nationals (TCNs) make up a significant portion of agricultural labour in Europe, with over 100,000 non-EU seasonal workers arriving annually. Agriculture is often one of the first sectors where workers are at risk of exploitation. To promote their ethical and legal integration into the sector, a holistic approach and multi-stakeholder partnership are essential.

In this context, awareness of labour rights and support organisations on the part of migrant workers, as well as awareness of the legal and social consequences on the part of the stakeholders in the agricultural supply chain, is fundamental.

Innovation

The INTEGRALITY initiative aims to develop and implement a common multi-stakeholder strategy to promote the regular employment of migrant workers in the agricultural sector, bringing together a variety of stakeholders and decision-makers, including local authorities, farmers, producer associations, intermediary organisations and migrant workers. Through trainings, capacity-building and awareness-raising activities, and the formation of a Manual of Good Practices on Migrant Work Inclusion, the initiative seeks to enhance the integration, protection, and rights of migrant workers while fostering sustainable and ethical labour practices in agriculture.

Action

A network of relevant actors and decision-makers from each partner country will be established to develop local strategies that promote the inclusion of migrants in the labour market and society.

A series of workshops will be conducted in each partner country to promote and instill a culture of legality among operators in the agro-food value chain, leading to awarding an ethical brand to agricultural enterprises that comply with high migrant labour rights standards, and providing them with tools for self-assessment.

A series of initiatives will be implemented in each partner country to enhance knowledge and awareness among migrant community mobilisers and migrant workers about their crucial role in fostering a culture of legality in the agriculture industry. This framework will include educational and training activities such as language courses, field trainings, and job placements in organic farms.
