Strengthening the effectiveness of community sports for heath resilience in the framework of regional policies

Challenge

Across Europe, regions face rising public health challenges driven by sedentary lifestyles, growing mental health issues, and aging populations. One in six Europeans experiences mental health problems, while healthcare systems are under pressure, with spending surpassing 7.7% of the EU’s GDP. Despite these trends, opportunities to promote healthier, more resilient communities are often missed. Community-based sports, with their well-documented physical, mental, and social benefits, remain underused in health strategies. Investing in local, inclusive, and intergenerational sports initiatives can play a vital role in improving well-being, reducing healthcare burdens, and building stronger, more connected communities across all age groups.

Innovation

SportsCom helps regions enhance the health resilience of their citizens by improving policies that unlock the full potential of inclusive, intergenerational community sports.

Action

Each project partner establishes a Local Stakeholder Group composed of relevant territorial actors, including public authorities, civil society, and sports or health-related organizations. These groups aim to identify local good practices on community sports and health resilience share expertise, and contribute to the design of improved policy instruments.

 The learning events, such as study visits, thematic seminars and bilateral meetings, offer structured opportunities for peer exchange, promote the dissemination of good practices, and build partners’ capacities to reform and innovate their local and regional policies in the fields of health and sport.

A total of 50 organisations from across Europe—including local governments, non-profits, and groups involved in sports and health—will come together to integrate community sports into health resilience strategy.

Five regional or local policy instruments will be directly addressed and enhanced through the project. These instruments encompass development strategies and operational programmes focused on health, social inclusion, and sports. Planned improvements may involve integrating community sport into broader strategic objectives, revising funding priorities, and introducing new collaborative implementation models. The targeted policy instruments are: the AMP 2030 Strategy and Priorities for Action by the Porto Metropolitan Area (Portugal); the Regional Programme 2021–2027 of the Region of Attica (Greece); the Kraków Metropolitan Area 2030 Strategy: Metropolis of Opportunities (KMA2030 Strategy) by the Krakow Metropolis Association (Poland); the Sports and Exercise Policy 2017–2025, “In Heerenveen Beweegt Het” by the Municipality of Heerenveen (Netherlands); and the Territorial and Settlement Development Operational Programme Plus by the Municipality of Nyíregyháza (Hungary).

A minimum of 12 good practices will be identified to show how community sports can boost health resilience. These will be documented, shared, and evaluated for relevance and transferability, helping other regions adopt proven ways to support mental health, inclusion, and active lifestyles.
