ΚMOP leads dialogue on inclusive childcare for children of victims of trafficking in Albania

On 20 May 2025, KMOP – Social Action and Innovation Centre, in collaboration with the Municipality of Shkodër and the NGO Different and Equal (D&E), hosted an online peer learning workshop to explore strategies for improving childcare services for children of victims of trafficking and/or gender-based violence in Albania.

The event brought together 35 professionals from local authorities, civil society, and service providers. Participants shared knowledge and practices on effective child protection and the delivery of integrated, community-based support services.

Despite Albania’s legal framework being aligned with European standards, the absence of a national Child Guarantee and an implementation plan continues to hinder the delivery of consistent, quality services to vulnerable children. Limited public-private partnerships and underdeveloped community services remain key challenges, often relying on short-term or external support.

During the session, legal expert Marina Grammatikopoulou presented the Greek experience with the EU Child Guarantee. She highlighted how linking family financial support with compulsory preschool attendance has supported social inclusion in Greece, through policy reform and local-level implementation.

Drawing inspiration from EU practices, participants agreed that Albania now has an opportunity to shape a national child guarantee framework that reflects the country’s realities and promotes long-term systemic change.

This initiative is part of the EuropeAid-funded project TVESA: Tightening up the Victim’s Empowering Systems in Albania, through which KMOP aims to strengthen support mechanisms for victims of trafficking and gender-based violence, with a focus on sustainability and inter-institutional cooperation.
